The Rinderle B scoring system is a high-point system whose origins are
hazy, but which has been used by the Gulf of Maine Racing Association, and
became the
starting point for development of the Chips Scoring System. Rinderle B
is supported by SailWave©.
It's thought that the system was was devised in the early 1980s by a "Jim Rinderle of Marblehead’" (Massachusetts) with these goals:

Notice that Rinderle awards no points for DNC, DNF, or DSQ. Though this is consistent with Appendix A of the RRS, it can cause problems in a long series of races over many weeks. For example, it may discourage some racers late in a series.
The particular problem is for DNF (did not finish); racers competed, but received the same credit as those who didn't. Clubs who use Rinderle B to score long series should consider whether sailing instructions should modify Appendix A 4.2.
While it may be argued that "trying should be rewarded", SAIL does not see this as a problem for its season Tour scoring. SAIL uses multi-race regatta places to score its season-long Tours, not individual races; thus every competitor in the regatta receives a place score. The individual regattas' sailing instructions typically deal with "letter place" scores.
